Sleeping out doors does nothing to get one into the work force. Would you hire a homeless person who is dirty, with no resource to get cleaned up. That is why intervention is needed for the homeless. A good shelter will give the person a shower, clean clothes appropiate for an interview, coaching in the interview process, and housing until he is hired and has enough money to get his own place.

Gimme a break... Corporate America never gave anything away for free then quietly absorbed the cost. Whatever losses they may incur on a free food promotion will immediately be written off as a business expense, thus reducing the taxable income of the entity. And ironically, next April 15th, they will pay less in corporate taxes, thus reducing the tax revenue they would normally contribute to the general fund.
